Don't forget to save your work often.  It could save you a lot of trouble.

Now flood fill with your pattern.  To do this, click on the flood fill icon in the left tool bar.  It looks like this: 

Place your cursor between the two lines of the marching ants and left click with your mouse.  Your outer border is now filled with your pattern.

Go to Effects/3D/Inner Bevel, with these settings:  Effects is in your top tool bar.

Now let's add a drop shadow (this is optional), with these settings:

Go to Effect/3D/Drop shadow, using these settings.

Go to Selections/Select None (Selections is in your top tool bar), or simply right click on your image.

Add a new layer.  Go to Layers/New Raster (Layers is in your top tool bar).  Now we need to move this layer to the bottom. You can do this by going to Layers/Arrange/Send to bottom.

With your color picker , pick a color from your pattern that you want your center background to be.  I used a light green color.

Your color picker is in the left hand tool bar and looks like this:

 

Click on your flood fill icon....remember it's the little bucket in your left tool bar.  Flood fill with the color chose. 

Now go to Effects/Plugins/Texture/Texturizer (Effects is in your top tool bar), and use these settings:

Go to Selections/Select None ( Selections is in your top tool bar).

Now the fun part. It's not hard, just takes some time.

If you think you will be making more of these, you might want to do
what I did, and that is make a template of your lines. That way you
won't have to make your lines with every Layered Stationery you make.

Okay. To make your lines. Choose the color for your lines.
Open a new transparent image of 550 x 650.


Click on your Draw tool, with these settings:


Place your cursor at the coordinates of 70,10 and pull over to 540.
Skip down 15 and do your next line. Draw it out to 540. Skip down 15 and draw another line. Continue this until you reach the bottom of your image. Be sure to keep all the lines the same width. Also, be sure that your "Draw lines" are even before releasing your mouse, or you will have uneven lines.
Once you have all your lines drawn, click on the Magic Wand

Now click in the upper left corner on your transparent background.
Being careful to not click your lines. Now go to Selections/Invert.

Now all your lines should have little ants marching around them. Save this as your template, in psp format. Any Layered Stationery you make in the future you can just flood fill with the color of your choice, then copy/paste the lines in a new layer to your stationery.

Now with your "Lines" template active, go to Edit/Copy.  Make your stationery image active, and go to Edit/paste/As New Layer, and paste the lines you just made as a new layer, into your stationery.
Now click on your Mover tool.    It's in your left tool bar.  Place your lines so that the top line is at coordinates 70 (down) 10 to the right.

Now we have our Stationery. Here's what it should look like at this
point.

Be sure to save your work often.
