Step 6. Now click on your "Flood Fill" tool and flood fill with the texture between the marching ants.  If you are using your own colors, then flood fill with the color of your choice  Like this:

If you are using my texture, then you can skip "Step 7". If you are using your own colors, then you will need to do "Step 7".

Step 7.  Add a texture to your matt. You may use any texture you want.

Step 8. Now let's add a little interest to our matt. I added a trim to the matt's inner edges.  If used this color...#D8B38C. 

If you are using your own color and texture, then pick a darker color which coordinates with your matt color.

Step 9. Add a new layer.

Step 10. Now go to Selections/Modify/Expand by 2 and flood fill with your dark color. Then move this Layer 2 below Layer 1. 

Step 11. Go to Selections/Select None.

Your image should now look like this:

Step 12.  Now open the dingbat if you downloaded it, or use any decoration you like.

Step 13.  With your dingbat selected or "whatever decoration you are using",  go to Edit/Copy.

Step 14. Now click on the "frame matt" image and go to Edit/Paste/As New Layer and center the dingbat on the bottom of the frame matt. Like this:

Step 15. Go to "Effects/3D/Drop Shadow", using these settings:
